OIG vs SAM exclusion lists
The HHS Office of Inspector General's LEIE (List of Excluded Individuals/Entities) holds only OIG's own exclusions of people and entities from federally funded health care programs, under sections 1128 and 1156 of the Social Security Act. SAM.gov, run by the GSA, holds exclusion records from many federal agencies, parties excluded from federal contracts, certain subcontracts and certain federal assistance, and OIG says it includes OIG's exclusion actions: "The LEIE contains only the exclusion actions taken by OIG."
